The early blueprints detail a blend of living spaces, including 17 one-bedroom flats and 25 two-bedroom apartments, accompanied by four two-bedroom houses and a further four with three bedrooms. The proposal also sets aside parking for 32 vehicles, reflecting a keen focus on both residents’ needs and the practical challenges of town centre living.

Crucially, the developers have emphasised their intention to protect as much of the site’s existing greenery as possible. Plans include the introduction of a new green infrastructure strategy, additional tree planting, and measures to boost biodiversity, such as the installation of bat and bird boxes. This approach aims to balance new construction with environmental responsibility, a theme increasingly common in modern urban projects.

The brownfield site, which previously played host to the Mitchell Court accommodation block, a line of disused garages, and the former Rhondda principle office block, has long been earmarked as a key opportunity for renewal in Tonypandy. The new apartment block will be situated on roughly the same footprint as the original Mitchell Court, while the houses are to be built to the north, occupying the grounds that once housed the old Conservative club and council offices.

These proposals come after a significant period of transition for the location. Trivallis began the process of relocating residents in 2023, working with them to secure alternative accommodation. Demolition works on the Mitchell Court block commenced in February this year and have now been completed, clearing the way for the development’s next phase.

Accessibility has been built into the fabric of the plans. The site, positioned just steps from the town centre, is said to be highly sustainable, located close to everyday services, shops and amenities. The proximity to both the A4058 and B4278 suggests easy driving routes through the region, while the adjacent Tonypandy bus station, boasting connections to both local and wider South Wales destinations, underlines the scheme’s strong transport credentials.

According to planning documents, vehicle access to the apartments will retain the existing entry point from Court Street. Meanwhile, four houses will share the route currently used for the former RCT Office building, with the remaining four enjoying direct access from Berw Road. Each entrance is to be pedestrian-friendly, with added provision for walkers along Berw Road and Zion Terrace, supporting broader moves toward walkable, inclusive communities.

At the core of the application is a powerful call for increased affordable housing in the area. Planners have stressed that these new homes will be built to contemporary standards, with attention given to accessibility, comfort, and efficient energy usage. The focus on repurposing previously developed land also aligns with wider sustainability goals and efforts to limit urban sprawl.

The application contends that the project is acceptable from the perspectives of access, projected traffic, and flood risk—three themes often cited in planning negotiations.
