The Vale of Glamorgan is struggling to hit its home-building targets set by the Welsh Government. As of April 2025, the council delivered 6,999 new homes, falling short by 20.7% of the 8,829 target. Despite this gap, the council proudly reports successes in approving planning applications for new builds.

Cllr Ruba Sivagnanam, head of community engagement and other services, stated: “While overall progress is solid, some hurdles arise due to economic challenges beyond our control.” The council promises to tackle these issues in their future development plans.

The Local Development Plan (LDP), guiding the area’s land use from 2011 to 2026, targeted housing, transport, and industrial development, while also protecting certain areas from over-development.

Though the annual home build rate was 500 homes against a 630 target, planning permission was granted for employment land totalling 131.16ha. This was short of a 251ha target, but progress was made with transport projects, such as the Sully to Cosmeston active travel route, now approved.

Over 6,825 new homes have been built on designated sites since 2011, surpassing expectations set by the Welsh Government. As the current LDP wraps up, the council will review pending projects in the revised plan, ensuring targets are met.
