In the quest for greener communities, the Blaenau Gwent County is stepping up its recycling game! Over the past eight years, every household in the area has had its black bin bags inspected. That’s over 32,000 homes! The goal? To boost recycling rates and cut down on waste, but they still fell short of the 70% target with a 68.89% recycling rate last year.
So, how does it work? Council waste wardens are hitting the streets, not just to enforce, but to help residents recycle smarter. Councillor Gareth Alban Davies highlights that these wardens respond to tips from neighbours and even make surprise visits during rubbish collection days. For instance, one lady, initially putting out four black bags every three weeks, saw a drastic reduction after a warden’s visit!

Andrew Long, who leads the council’s enforcement services, says the wardens are all about keeping up with the Joneses. Their efforts include snapping photos and cataloging items found in black bags to spot recyclables that should be sorted. If recyclables are found, a legal notice or a fixed penalty notice might follow, and prosecution if penalties aren’t paid.
