During a recent Vale of Glamorgan Council meeting, Councillor Mark Wilson, who leads on neighbourhood and building services, responded to growing public concern. Questions were raised about how the ongoing traffic issues at Culverhouse Cross would be managed, especially as the area prepares for further housing developments in coming years. Many worry that additional homes will only make existing congestion worse, putting more pressure on an already stretched road network.

Cllr Wilson acknowledged the scale of the problem, stating, “The council recognises that there are highway capacity issues at Culverhouse Cross roundabout, particularly during peak periods.” He explained that overall network management is largely overseen by Cardiff City Council, because the roundabout sits at the boundary between Cardiff and the Vale. However, he confirmed there is now a formal proposal to comprehensively review the traffic system in the area, reflecting a recognition that previous efforts have failed to resolve the issues.

The ambitious scheme remains in its initial phases. Cllr Wilson emphasised that further design work, a value for money assessment under the Welsh transport appraisal guidance (known as WelTAG), sufficient funding, and overall project viability will be key factors in deciding if and how the overhaul goes ahead. “The scheme is in its infancy and remains subject to further design work, a value for money assessment… appropriate funding and overall deliverability,” he said.

It should be noted that over the years, a string of studies and assessments have been commissioned by both local councils and the Welsh Government to examine traffic flow and capacity at Culverhouse Cross. Yet, as Cllr Wilson pointed out, “none of this work has resulted in any physical measures to the junction itself.” He stressed that any forthcoming development proposals, such as new housing, will have to fully consider their impact on the network before proceeding.

Previous efforts to alleviate pressure in this area include major works by the Vale of Glamorgan Council, completed in summer 2019. These initiatives included enhancements to the existing A4226 and the construction of an additional stretch of road, designed to improve access to both the roundabout and the Cardiff Airport Enterprise Zone. While these changes brought some relief, local residents and commuters argue that congestion remains a significant challenge at busy times.

Meanwhile, Transport for Wales has revealed it worked alongside Cardiff City Council on a wider transport study covering the region, including early-stage proposals for Culverhouse Cross. A TfW spokesperson shared, “Our Transport Planning teams have supported Cardiff City Council in developing a wider study to improve transport opportunity in the region, this has included an early stage proposal at Culverhouse Cross.” According to TfW, this study was completed for the Welsh Government in March 2024, and future developments will now fall under the leadership of Cardiff Council as the local highway authority.
