Tegan Thomas from Blaenavon expressed her sorrow and confusion when solar lights she placed on her daughter Liorah’s grave were removed. “Liorah never liked the dark, and I wanted her to have light,” she shared, heartbroken by the council’s actions.

Meanwhile, Megan Edwards faced similar heartbreak when informed her stillborn son’s resting place at Llwyncelyn Cemetery needed to be cleared of cherished toys and lights. She was given just two weeks’ notice to comply, despite not being initially informed of such rules.

The council’s stance is based on maintaining safety and tranquillity in cemeteries, but families argue for personal touches as a way to honour and remember their loved ones. Independent Cllr Nick Horler has asked for a review of the policy, particularly for children’s graves, to allow more personal expressions of remembrance.

Councillor Mandy Owen has acknowledged the difficulty of finding a balance between personal memorials and environmental concerns. She has promised to ensure clarity on the rules, especially regarding what’s allowed in children’s sections. This discussion also raises the possibility of having a dedicated area for decorated graves, an idea currently under consideration.

Torfaen’s cemetery manager, Rebecca Davies, stated that while they want to respect personal grief, some items might pose safety risks or disturb the cemetery’s peace. The council assures families that non-permitted items are safely stored if removed, allowing time for collection.
