Serious health risks are looming over tenants in Wales due to significant failings by councils in handling damp and mould. The Public Services Ombudsman for Wales has unveiled alarming lapses in Cardiff and Flintshire Councils, leaving many tenants in distressing situations.
In Cardiff, one tenant battled nearly four years of negligence. Despite numerous reports, her house was left to deteriorate into an uninhabitable state. The mould and damp posed significant health hazards to her and her family, destroying many of their possessions. The Ombudsman criticises the council’s slow response, which forced the family to move and live in unsuitable conditions.
Flintshire Council failed another tenant and her children, who suffered repeated chest infections, with one child developing asthma due to the damp environment. For five long months, they lived in poor conditions during some of the coldest months, leading to extreme discomfort.
Both councils have accepted the Ombudsman’s findings and have issued apologies alongside financial compensation for the affected tenants. Cardiff Council has already started making improvements, reducing outstanding repairs, and enhancing communication with tenants. Meanwhile, Flintshire Council has revamped their process to better address damp and mould reports.
