A shocking case of neglect and abuse has surfaced, involving a 15-year-old girl sent 300 miles from Wales to what she thought was a safe haven, only to face horrific abuse. The girl was meant to be escaping exploitation and instead found herself in an unregistered care home in Ripon, North Yorkshire, where two former soldiers, Stephen Hurst and Liam Ramsay, subjected her to unimaginable trauma. They plied her with alcohol and cocaine before committing despicable acts of sexual abuse.

Caerphilly Council had placed her in the care of MAP Adventures, a service that was supposed to provide outdoor pursuits, but instead, she was the only child at a property supervised by her abusers at night. Despite their violent pasts, the men were entrusted with her care. After her ordeal, she bravely reported the crimes to police, which led to their conviction. Ramsay now faces 11 years behind bars, while Hurst serves nine, with both men placed on the sex offender’s register indefinitely.
The council’s failure to adhere to legal limits for her stay and their plan to extend it beyond 28 days has drawn criticism, especially given there was no female staff at the site. This case raises serious questions about the oversight of vulnerable children placed in unregulated settings, highlighting a broader issue with almost 700 children reportedly living in similar situations last year.

As we seek justice for this brave young girl, let’s demand better protections for vulnerable children. If you’re struggling, remember there’s help available. Reach out to Mind Cymru, Samaritans, or C.A.L.L. You’re not alone.
