Imagine this: you’ve waited over two years for a disabled parking bay to be marked outside your home, only to be slapped with a £70 fine moments after it’s painted. That’s exactly what happened to Graham Tufft, 66, from Newport. Graham, who relies on a limb splint and battles heart failure and diabetes, was stunned when a parking warden pounced just after the bay was freshly marked.

The paint was practically still wet when Graham’s wife, Janice, spotted a piece of paper on the windscreen. Thinking it was merely an update from the contractors, they were taken aback to find a fixed penalty notice instead. The issue? Graham hadn’t displayed his blue badge yet; he didn’t have the chance.
“I didn’t even get time to display my badge,” Graham said, expressing his disbelief at the timing. It seems almost as if the warden was waiting in the wings for the perfect moment to issue the ticket. “You never see a parking warden here,” he added, highlighting the rarity of such enforcement on their usually quiet street.

Adding to the confusion, the couple was uncertain whether displaying the badge was necessary for a bay registered to their address. As soon as Janice confirmed they needed to show the badge, she rushed out—only to find the notice already issued.
Convinced this must be some bizarre coincidence, the couple has since begun appealing the charge, reaching out to Newport City Council to voice their concerns. We can’t wait to see how this David vs. Goliath parking saga unfolds. Stay tuned for more updates!
