In recent council discussions, a big spotlight was shone on how ignoring professional planning officers might be costing local taxpayers dearly. It seems that when councillors on the planning committee decide to go against expert advice, it can lead to costly appeals.

Cllr Tyssul Evans, chair of the planning committee, expressed concern over decisions being made without giving enough weight to the recommendations of planning officers. He warned that the money awarded against Carmarthenshire Council in appeals affects the department’s budget, ultimately impacting their work and decision timelines.

One case in point involved two Houses of Multiple Occupation (HMO) applications in Llanelli, which were turned down by the committee but later approved on appeal. The issue? Lack of objective, site-specific evidence to back up their refusal. As Planning Officer Hugh Towns highlighted, “Generalised concerns and local opposition carry limited weight unless supported by evidence.”

Councillors like Steve Williams and Terry Davies voiced their frustration over the limited data available on existing HMOs, which hampers their decision-making. Despite these challenges, there is ongoing work—a council task group is delving into HMO issues to hopefully provide more clarity and data.

These discussions bring to light the delicate balance councillors must strike between addressing local concerns and making evidence-based choices. While residents expect swift action, the reliance on hard evidence and adherence to policy continues to be crucial in these matters. What’s your take on this planning saga?
