Tension rises as rural residents clash with developers over construction of solar energy project

Tensions are running high in the picturesque village of Penpergwym near Abergavenny as construction on a massive solar farm stirs up strong emotions. Local residents have found themselves in “stand-offs” with lorry drivers transporting hefty solar panels and materials via narrow country lanes. This huge project, expected to generate up to 32 megawatts of electricity, will occupy 14 agricultural fields and remain for at least 40 years.

However, many locals are far from pleased, voicing concerns over the disruption caused by large trucks navigating through the village. Councillor Alistair Neill highlighted the ongoing chaos, describing it as “unsafe and simply not acceptable.” He emphasised the lack of a construction traffic management plan, which was supposed to ease traffic woes during the lengthy building phase.

With the Labour-led council now promising to introduce a plan after further discussions with local residents, the hope is to alleviate this rural predicament while keeping traffic flowing smoothly. Councillor Catrin Maby assured that a pragmatic approach is underway, aiming to minimise conflict and ensure safety on the country lanes.

Yet, frustration lingers as the development, approved by Planning and Environment Decisions Wales (PEDW) back in 2023, continues without the crucial traffic plan fully in place. Residents are counting on swift action to prevent further disruption and keep their serene countryside lifestyle intact.
