Back in 2014, Merthyr Tydfil Leisure Trust Ltd took the reins, but after hitting choppy waters in 2023, the council pulled the plug. Now, after working with Halo Leisure under an interim deal, it looks like the outsourcing route might just continue.
Why stick with outsourcing? The benefits are ringing loud and clear: top-notch performance, cost efficiency, and the chance to tap into external funding. From economies of scale to strong customer engagement, the advantages seem to outweigh keeping everything in-house.
But it’s not all straightforward! A robust procurement process could take up to 18 months, requiring a keen eye on ongoing contract management. Meanwhile, the current interim contract with Halo might need extending to bridge the gap.
The council is set to deliberate on this recommendation soon, and if they give the nod, a long-term external provider could be on the cards—allowing the council to focus on other crucial services like education and housing.
