Proposed Measures to Alleviate Overwhelming Strain on Schools in Cardiff

Big changes are on the horizon for Cardiff schools to better support pupils with additional learning needs (ALN). Cardiff Council has plans to tackle the growing demand for specialist education places. With headteachers raising concerns about the rapid increase in ALN student numbers and budget strains, this expansion couldn’t come at a better time.

The initiative aims to add 462 specialist places across 15 schools by refurbishing and building new facilities. Special schools are set to receive 276 more places, and 186 will be added to specialist resource bases in other schools. These improvements are seen as critical given the rising number of ALN students, spurred by factors such as improved survival rates for children with significant disabilities and a heightened awareness of emotional and wellbeing challenges among young people.

From January 2027, both primary and secondary schools will see significant enhancements. Fitzalan High School is set to get a new 42-place autism/social communication base, while Ysgol Gyfun Gymraeg Bro Edern will introduce a 10-place base. For primary schools, expansions are on the cards to significantly boost resources for autism, social communication, and emotional health support in schools like Radnor Primary School and Adamsdown Primary School.

This ambitious project, if approved, highlights the council’s commitment to reduce reliance on costly out-of-county placements and promote cohesive communities by keeping ALN pupils learning locally. With a planned public consultation, feedback from parents, carers, and school communities will be taken into account before the final plans roll out.

These strategic changes hope to ease the “funding crisis” schools are experiencing and ensure every child receives the tailored support they need to thrive in their educational journey. Fingers crossed, this move could mark a turning point in addressing ALN challenges across Cardiff. Stay tuned for more updates!
