Great news for traders in South Wales! The local council has paused winter parking charges at popular car parks, including Penarth Cliff Walk, Cold Knap, and Bron-y-Mor in Barry. This unexpected but welcome decision came after there was a noticeable drop in visitors and revenue since the fees were introduced.

Matt Holland, co-owner of Willmore’s 1938 in Penarth, couldn’t be happier. “We’re absolutely over the moon,” he shared. Businesses like his have suffered a massive 30% downfall in trade, especially from spontaneous visitors and local workers who usually park nearby. With holiday cheer just around the corner, hopes are high that this move will lure back customers and bring back the buzz.

The council acknowledged that the charges hadn’t been as lucrative as anticipated. They realised people were avoiding the car parks altogether. Matt hopes the suspension is a sign of more sensible decisions to come. “We’ve invested our heart and soul into the business,” he said, adding that the charges have caused significant stress.

While the halt on fees is a step in the right direction, it might take time before everyone realises that parking is currently free. Matt emphasised the need to spread the word: “Hopefully moving forward we can get back into profitability.”
The decision to waive these charges isn’t just a boost for traders but also a nod to the voice of the community. Whether it’s grabbing a quick coffee or a day out shopping, parking woes no longer need to be a part of your trip – at least until spring 2026.
