Neath Residents Divided as Contentious HMO Request Approved on Appeal

A controversial house in multiple occupation (HMO) plan in Neath has been given the green light after a successful appeal. This comes after Neath Port Talbot Council initially rejected the proposal to transform a 4-bedroom home on Ena Avenue into a shared living space for six people. The concerns? Highway safety, loss of parking, potential rise in antisocial behaviour, noise, and reduced availability of family homes topped the list.

Residents were vocal about their objections, with Neath Town Council also strongly opposing the move, saying it would seriously affect the area’s character and community spirit. Despite these protests and 84 formal objections, a Welsh Government planning inspector saw things differently.

The inspector noted the property’s prime location—right near Neath town centre, offering easy access to shops, public transport, and cycle routes. Their conclusion? The demand for on-street parking is recognized, but they believe the car ownership levels of future HMO residents will be similar to those in the current home, and there’s little evidence to suggest it would increase crime or antisocial behaviour.
