The Chartist Tower, one of Newport’s shining stars in city-centre regeneration, faces a crossroads. Developer Garrison Barclay Estates has warned that without council support for a new ground lease deal, the award-winning Mercure hotel might be forced to close its doors. This four-star haven, which employs over 40 locals and has been a hit since its opening in 2022, needs a break in ground rent to keep thriving.
Despite a strong record with near-full occupancy, rising costs have squeezed profits. Currently, the ground lease deal with the council is set to expire in December 2027, threatening future financial viability. The developer has pitched a revenue-sharing alternative, hoping for a more realistic agreement that aligns with today’s market.

Garrison Barclay Estates has heavily invested in transforming the former PandO site, creating not just the hotel, but also much-needed office and retail spaces, bringing life and business back to the area. Yet, the empty office spaces and mounting debts cause concern. They’ve even sought help from property experts and reached out to the Welsh Government for intervention.
