Plans for 300-home development by Persimmon stagnant for 8 years with no progress made

Eight years ago, plans for 300 new homes in Blackwood, Caerphilly, were put forward, but today, the fields remain untouched! Persimmon Homes proposed these plans for the serene greenfield site at Beaumaris Way, Cefn Fforest back in August 2017. But despite the original application journey starting with hope, it faced a bumpy road. The proposal hit a wall in November 2018 when the planning committee rejected it. Even the appeal didn’t fare well, as it was dismissed in 2020.

However, that wasn’t the end of the road! In a surprising twist, February 2022 saw the Welsh Government decide that the appeal could move forward after all. A September 2022 target date was set to revisit the decision, but fast forward to today, the land still lies in limbo, waiting for its fate.

Local community voices have been loud and clear, opposing the significant development on their treasured greenfield. Back in 2019, passionate protests and petitions showcased strong community resistance against this substantial change to their environment.

While Persimmon Homes argues the need for these energy-efficient homes to ease local housing pressures—with over 6,000 households on waiting lists—their plans remain just that: plans. They emphasise the proposal’s benefits, like affordable housing and communal spaces, yet the community and the government have not given the final green light.

The Welsh Government has stated that the appeal is still under review but won’t disclose more details, leaving everyone in suspense. Persimmon Homes remains hopeful, eager for a decision to finally provide clarity for locals and stakeholders alike. Will these 300 homes ever come to fruition, or will the fields of Blackwood continue their uninterrupted peace? Stay tuned!
