Six employees are on trial, accused of running a misleading operation that prioritised profit over safety for drivers seeking lorry and bus licences from the DVLA. They all deny any wrongdoing.

Rhys Harries, head of trading standards, testified that after the DVLA flagged concerns, his team went undercover to investigate. He shared that during an appointment at the Doctors on Wheels van, he didn’t even need ID. Despite claiming to be someone else due to unforeseen circumstances, the exam went ahead.

He described having his vitals checked and answering medical history questions. At the end of the exam, he received a signed D4 form—allegedly stamped by Dr Ronald James, one of the defendants—with no actual doctor in sight.

Following these revelations, trading standards alongside police executed a search, seizing documents from the company’s offices.

The prosecution claims that the exams, supposedly done by “so-called nurses,” are part of a fraudulent practice endangering public safety. The trial is ongoing, expected to last four weeks.
